Child Mortality in Temporary Accommodation Report

New data reveals that at least 104 children have died with Temporary Accommodation indicated as a contributing factor to their vulnerability, ill-health, or death since March 2025.

The APPG for Households in Temporary Accommodation is able to announce updated data from the National Child Mortality Database, indicating a rise in child deaths between 1 April 2019 and 31 March 2025. This new data includes stillbirths and neonatal deaths, from MBRRACE-UK (Mothers and Babies: Reducing Risk through Audits and Confidential Enquiries).

This development has been made possible through close collaboration between the APPG, its co-secretariats, and the NCMD. In October 2023, the Child Death Overview Panel (CDOP) process was revised to include specific questions relating to temporary accommodation.

In summary, these sets of data reveal that:

  • Between 1st April 2019 and 31st March 2025, 104 children have died with temporary accommodation indicated as a contributing factor to their vulnerability, ill-health, or death. Of these 104 children, 76 were under the age of 1.
  • Out of all 7,024 child deaths in England, between October 2023 and September 2025, 140involved children whose usual place of residence was temporary accommodation. This means that nearly 2% of all child deaths in this two year period occurred among children who were homeless.
  • There were 3,303 deaths (stillbirths and neonatal deaths) of babies who were born between 1st January and 31st December 2024, and of these, 91 had a record of their mother living in temporary accommodation or homeless during their pregnancy.
